Personally I will vote for Australia as opportunities are higher. If you obtain a PR, the medical expenses are borne by the government itself.

Work very hard as you have good amount of time. Try to improve on your spoken and written English. You can prepare for IAS/IPS/CDS etc after your BA but you need to prepare from now.
Other than this you can go for masters M.A. Or MBA based on your choice(MBA would be better for Instant Job). You need to appear for entrances like CAT/MAT etc. Some best colleges are
IIM's, IIT's, NIT's,FMS
Symbiosis
Lovely Professional University
WE school etc.

Ideally you should go for what you like to do. You have options like doing MBA from reputed institutes like IIM, Lovely Professional University, SRM, Symbiosis etc. Doing M.Com similarly.
Or else you can take Preparations for government recruitment exams like IAS, IPS CDS, SSC, Bank PO etc.(may waste time on failure)
You can also take a job for 2-3 years of experience and then apply abroad for MBA.

Value of B.Com from DU is conceived to be more. But in actual there are private universities in India which are performing better than DU in terms of Providing Placement and Career opportunities . So if you want to do a job right after your degree go for Premier Private Universities.

B.com LLB is a fair option to pursue.(BA LLB, BBA LLB also exists), In my opinion BBA LLB is better due to corporate angle. But it should be your choice. It will usually be a five years course. there is a plethora of government colleges providing the course go if you want to practice as private lawyer. But if you are looking for placement going to government college will not be a best option. Try admissions at private institutes like Lovely Professional University, MDU,amity university, kiit etc.
