Your percentage is very low so it may be difficult to get admission in B.Com in any reputed colleges you have 2 options chose a suburban college or opt for an evening college like Sathe College which had a cut-off of 80 percent, NM more than 90, etc.

Computer Science (CS) is a study of the theory, applications of engineering principle for the design and use of computers based systems. Computer Science deals with mostly software aspect of Systems and Application Development. Computer engineering (CE) deals with design, implementation, and management of software & hardware based information system and electronics systems to automate processes. Computer Engineering mainly is field respect to computer hardware. CE graduates are trained to integrate several disciplines such as Information Technology, Electrical and Electronics Engineering, Software Design, etc.
Nowadays most of engineering colleges offer Computer Science and Engineering ( CSE ) degrees where students undergo both software and hardware courses. B.Tech CSE graduate specializes in theory of computation and design of computational systems. CSE graduates are trained to integrate several disciplines such as Information Technology, Electrical and Electronics Engineering, Software Design, etc. The CSE graduates are mainly involved in the development of software and hardware systems of various aspects of computing for products, systems and Information Systems.

PGDM is an institute autonomous program which is approved by AICTE.
MBA is a program which is affiliated to a university.
Colleges which offer AICTE approved courses will also offer PGDM, not MBA. For example, XYZ College is affiliated to ABC University they offer MBA course affiliated to that university, the same college is offering AICTE approved course it means they are offering PGDM which is not linked to ABC University.
Typically, if any PGDM is to be equivalent to MBA then the course duration should be 2 years, a 1-year PGDM will not be equal to MBA course.
Even IIMs and XLRIs don't offer MBA degrees they only give PGP Diploma or PGDM since they are autonomous and independent bodies.
