Normally any University abroad, locations including Russia, China, Ukraine, the whole course of MBBS should not cost more than 18 lakhs of 5 years course. But the real effort will be there, when you come back and give the MCI Screening Test. So if you are struggling with completing your syllabus (Because there are so much to study with so much study material around that it is difficult to figure out what to learn and what to leave) or revision is your biggest challenge I seriously suggest you JOIN the program given here :

Vivek, it depends upon the course that you are applying for and the cut off for that course means honours program or simple BA. Check the cut off from different colleges.
Otherwise with this percentage you can apply in some of the good private universities where you can get good placement as well as placement assistance. Some universities are also offering scholarships.

Satyanshi dropping an year won't be a good idea because if you don't get a good score next year then you would repent wasting an year.
Better would be try for admission in some good private university and side by side prepare for GATE. These days we have so many good private universities imparting quality education to the students around the world. They offer you admission on JEE scores/ tests conducted by them/ your marks in 12th. Some of these also offer good scholarships based on any one of the above mentioned admission criteria.
