I can suggest him to do Certified Management Accountant [CMA] from Institute of Management Accountant [ IMA - USA]. This certification is equal to ICWAI, already MoU has been signed.
CMA has only 2 papers alone to be cleared, both are Financial based with little Accountancy.
This certificate is valid through out the World. Exams are computer based, in this 75% of questions are objective type so the pass out ratio is high. This certification can be cleared in 1 year
As you said your brother have 1 arrears no need to worry for it. At the time of completing his certificate only he have to produce his Graduation Certification. There is No E
