I can suggest him to do Certified Management Accountant [CMA] from Institute of Management Accountant [ IMA - USA]. This certification is equal to ICWAI, already MoU has been signed.
CMA has only 2 papers alone to be cleared, both are Financial based with little Accountancy.
This certificate is valid through out the World. Exams are computer based, in this 75% of questions are objective type so the pass out ratio is high. This certification can be cleared in 1 year
As you said your brother have 1 arrears no need to worry for it. At the time of completing his certificate only he have to produce his Graduation Certification. There is No Entrance Exams.

In order to pursue masters degree from universities in Canada, you need to have relevant undergraduate degree from recognized university with good academic record preferably 60%-70% plus in graduation, plus you need to take below mentioned tests:

To become a commercial pilot :
* You need to first possess a Student Pilot License. You must be over 17 years of age and have completed 12th in Science (Physics and Mathematics) with 50%. You may take Maths as sixth subject. You may contact your school for details regarding sixth subject.
* Your vision in one eye must be perfect. In general medical terminology, it is called 6/6 eyesight. In the other eye, you could have an imperfection of 6/9, which must be correctable to 6/6.
General physical fitness is mandatory. You must be free of any disease that can hamper normal function.
* You need to register at a flying club which is recognized by Directorate General of Civil Aviation (DGCA), Government of India.
* Next is Private Pilot License which includes sixty hours of flying. A Commercial Pilot Licence may be obtained only after a PPL and 250 hours of flying.
