Taking CLAT is only mandatory when you want to enter a national law college or a college which accepts CLAT score. It actually depends on the college you select. Mostly, all law colleges either conduct an entrance of their own or accept CLAT scores.

I don't think that in just INR. 5 lacs, you can get a government college in Germany, Italy, France and UK. Prepare for GRE if you passed this exam, you can get scholarship and get best college abroad. And, also other option is you can get admission in private college abroad for Masters.
