Cutoff will depend on factors like number of candidates appeared in exam and difficulty level of exam.
You have to get 55%(45% for SC/ST) marks in BSc or qualifying degree and minimum 50% in exam.

Don't lose hope, try all courses in government college if you get MBBS to join immediately if really interested to study, otherwise, you can choose other courses BDS and AYUSH in government college don't regret it. Even try NEET-UG for next year don't hesitate, study hard you will get MBBS.

There are no relevant information about News degree college placements but according to my research I do think there is no better college placements they just send you to another college for placements, very few will selected which are top scorers and regular students for placements selection. Yes, you may get admission in NIT Uttarakhand with a 10328 ST rank in JEE Mains, but in the Special Round. The closing rank for the National Institute of Technology, Uttarakhand, in 2021 for most of the courses was under 10,000 for almost every branch of BTech.
Therefore, based on previous year's trends, you may have some chances to get admission in branches like electronics and communication engineering, civil engineering, and mechanical engineering in a special round.
