CSIR NET is only meant for science subjects, while UGC NET is meant for all subjects. Secondly, UGC NET are meant for lecturership or other teaching jobs, while CSIR NET is meant for JRF and other research works. Hope this clarrifies the difference!!!
You can apply for UGC NET both in in Engineering college and science college, provided you may apply for common subjects and you have studied them
Additionally I agree with Manmeet Kaur50173 - You need to pass master's with at least 55 % marks in aggregate.

you are a mechanical engg studet you can open a coaching center in which you can give coaching od cad/ cam , auto / cad and other courses related to engineering line , you can also take franchince of company , if you are looking for franchise then you have to inverst more than 10-15 lakh , and if you wnat to registerd your own company name then it may be not so expenses, you can starat with 1-2 lakh investment

Its not 6 months its an 4 months course, fee is 35k.u can pay it in 3 installments.

there are many certification courses in JAVA , at starting you have to clear SCJP , fess is about 10000, fees also depend on dollor value

in graduation, Hons is an extra subject , in which you want to do specialization in graduation , because there is you have to choose two subject in BA , and in one subject if available you can do learn extra , there are very few university which are provide Hons , like Kurukshetra university , Delhi University , it is beneficial when you get admission in master degree in same subject
