Delhi Technological University indeed offers lateral entry for B.Tech in different branches but the websites clearly says the eligibility as Diploma in any branch of engineering or its equivalent as given by Delhi University for different universities. Now whether 3 years Diploma is equivalent to B.Sc. Or not in a moot point. Actually, some States have deemed B.Sc. As the eligible condition for lateral admission in engineering along with Diploma holders but B.Sc cannot be declared as deemed to be equivalent to Diploma. I am attaching link that will give you all the information. I suggest to approach DTU directly for seeking concession

Yes, you can do along with it, it will not affect your law college classes and mainly you have to keep it balance and go on as per the timings of both courses altogether
