Yes you are eligible to give UPSC exam for IAS if you are in the age bracket of 21 to 30 years. Hoewever, please take a moment and think if you are cut out for the IAS job or not. I am asking you to do this specifically as your lower marks does not indicate that academics come to you easily. I may be wrong, but think if you can do something else better.

if you are interested only in india then you can search through the google because almost all the universities take out their admission forms in april and may. you can search various universities and their criteria also.

C programming can be considered as initial stage in programing and of course it is a very vast funda. If you are best in C and C++ then definitely you can upgrade yourself to Java programming platform and if not you have a best way of .net platform.
