Hello Shubham,
Firstly, I have not understood as to why you brought in GATE. This exam is taken after graduation while JEE Mains is for graduation. You can get admission in those states which accept JEE Mains score. There are some private colleges also where qualifying marks are less.

Except for IIT, NIT and CFI, all other colleges in Maharashtra offer lateral admission. It's basically economic decision. With close to 40K seats not filled, colleges do need students to sustain.

B.Tech in CSE and B.Tech in IT are engineering degrees and treated as higher in comparison to BCA and B.Sc. In CS/IT.
