*** valid or low GATE score is a bit confusing term for students as everyone receives GATE score.
Always keep in mind that there are two things associated with the GATE score.
1) Valid time period
2) Qualifying marks
Both the conditions should be satisfied to apply for admission to any institution. And to check this you need to visit the official website of the institutes for accurate details.
*** As a friend I would suggest you to opt for M.Tech after clearing GATE exam as it opens more doors of esteemed universities like IITs, NITs, IIITs, etc.
But, there are some colleges offering M.Tech without GATE score as well.
There are universities like :
-Anna university
-Vellore University
-Amity University
-Amrita University
-Indraprasth University
-Dr. D.Y. Patil University and many more.
which conduct their own entrance exam for the M.Tech aspirants. You can write these exams and pursue M.Tech.

UPSC notifies about the IPS(which comes under Civil Services Exam) examinations through Employment News and other leading newspapers every year in the month of February.
Following are requirement for Exam
1. You must be having a Graduate degree.
2. Prescribed age limits are minimum 21 years and maximum of 30 years
3. Four attempts for General category candidates.
These are following stages for Test:
Stage I: Preliminary examination - This is qualifying test held in May/June every year.
The Preliminary Examination consists of two papers of objective type (multiple-choice questions) carrying a maximum of 450 marks.
Stage II: Main examination - This is the main test, held in October/November every year.

1) As per your score I would say that every student receives GATE score which is associated with two points, i.e., valid time period and qualifying marks. Your score is only valid when it is above or equal to the score of qualifying marks.
2) You need to visit the official website of the institutes or contact them personally to know the actual admission status as per your score.
