B.Tech CSE in Cloud Computing & Security System will restrict your career option to a very narrow field. CSE provides students wider career options. Therefore, I am of the opinion that B.Tech CSE is a better option. You may opt for specilaisation as PG level.

Dear Indraja,
You may pursue Interior designing if you are interested in it, but I would suggest, do not switch your field as going for another field would make your 4 years of B.Tech a complete waste.
You may additionally take up short term interior designing courses and see if that interests you, if yes then you may think of switching.

Yes, you can crack UPSC without any coaching if you are perfect in your studies and preparation, otherwise coaching is necessary.
For essay writing you have to do a lot of writing practice.
But, who will tell your mistakes in answer writing, who will correct you. How will you know whatever you have written, whatever you have practiced is right or wrong, at this stage you will definitely require coaching.
My suggestion is, go for coaching for essay writing at least.
Coaching institutions show you a path and if you're really thirsty for IAS or IPS you should prepare.
