Yes, you can apply.
To secure admission to UG programs, the candidate should have cleared 10+2 or its equivalent from a recognised Board. Candidates belonging to General category should have obtained a minimum of 50% marks in the same and candidates belonging to reserved categories must have obtained a minimum of 45% marks.

It would be best if you start the second course after you have completed the first one. You cannot show two degrees in your resume if done together. Doing double degree is still not accepted. If you want you can do but can show degree at a time wherever needed.

It's a good score. To get a scholarship, your family income also has to be low. Sitaram Jindal Foundation offers scholarships to meritorious students who are economically weak. You can search it on Google. You have to download their application forms and post to them with documents.

Hello,
Yes, you are eligible for the UGC NET exam. UGC NET is a national level exam to examine the ability of candidates for holding the position of lecturer or researcher. The basic requirement of the NET exam is that you should have Master's Degree with minimum 55% aggregate marks or if you are from OBC/SC/ST/PwD category, then you should have minimum 50% aggregate marks. But, make sure that the subject which you select for UGC NET exam is related to your post-graduation subject.
