Well it depends on the percentage you have in your bachelors. A good close to 70% and personality made of iron to take on the challenges of new environment - in such case you could look at Germany. Education is mostly free or in some cases you end up paying very nominal fee. While for cultural similarities, you could consider opting for Australia. Many good unis with reasonably simplified entry criteria. But the options are all around payment mode.
