You will have to check with the University you are applying to. As such they do not have scholarships like the USA, at the most if you qualify you may get some concession on the fees and in most cases it is limited to 25%. There is a scholarship for toppers in IELTS but again restricted to the top 8 or 10 students.

Yes, Australia is absolutely safe, if you feel safe here in India then it is the same there as long as you take the same precautions you take here, go ahead and do your B.Com there and specialize in accounting and auditing as there is a good demand for the same.
