In India, you may not get manufacturing engineering as a specialization. You have to pursue either mechanical engineering, production engineering or industrial engineering. The best institutes to pursue these programmes are IITs, NITs, VIT, VJTI, JNTU Hyderabad, Anna University etc. All of them are good.Please refer IIT Delhi's website which has detailed syllabus, elective and core course.
If you do not get into above institute, you may think about pursuing the same either at UK or USA that will be costly but you will get better quality of education
