No, mess charges are not a part of hostel charges. But if you want then you can pay a DD against mess breakfast charges for 1st year and avail mess food.

For MBA in JNTU, you have to get 170 + marks in ICET and a rank of 1-20 because JNTU is an 'A' Grade college. If you got 40-80 marks you will get D Grade colleges like, Sir Crores Reddy College of Engineering, Sri Vishnu college, Vignan's Lara, etc.

Yes, once you have completed your graduation i.e. (B.Tech), you are eligible to apply in IIM. It only requires graduation with some eligibility criteria. To enroll in MBA from IIM, you need to appear in CAT exam.
