Eligibility for UPSC: The candidate must have atleast a Bachelors degree from a recognised university to take the UPSC exam. Those candidates with professional/technical qualifications that are recognised by the government as equivalent to professional/technical degrees are also eligible.

It is best to give both the exams, although it is not compulsory to give both of them.
