If you had maths as a subject in class 12th then you can apply for MCA in top university and appear for admission process.
But why do you want to enter into IT field, if you can specify your career goals then I would suggest you a few other options.

This programme from Cranfield is one of the best logistics programmes in Europe. You must, however, be aware of post-study work options. UK is tough. Consult with their career assistance and student service cell for possible assistance with regards to careers before applying if you are planning to settle down in UK.

Try NIIT, Amity and LPU. Actually there are many pvt. colleges that consider 12th marks for eligibility criteria. And if you have appeared for JE and you think your rank is low that doesn't mean you can't get any college. But one thing that is for sure is you will not get any govt. college.
