There is no predefined criteria to bifurcate the board or public exams. The school boards are important and generally categorized into three:-
1. I.C.S.E
2. C.B.S.E
3. State Boards
Each has its own value and methods of assessing the students varies.
Same goes with public exams. U.P.S.C Civil services, Indian Space Research Organization, NASA Entrance, etc.; all these are high intensity exams.
I would also say that you should pick the courses that suits your skills and aptitude and not on the basis of tough and easy. All exams are equally important and hold importance in their respective domains.
