As you said you have 69000 rank in JEE Mains so you can definitely get any government college with this marks but there will be problem in getting NIT because it requires more number and good rank. 69K is also a good rank but not for NIT only for government. No, You cannot get any NIT but you can get any government. College or best private college for engineering like JECRC, SKIT, Arya college, Amity university, Chandigarh university, Poornima college Jaipur etc. Otherwise take one year drop and prepare for JEE only if you are confident to crack the cut off.
