In order to get admission in Government colleges you should have the domicile of West Bengal. Other state students can apply for WBJEE Entrance Exam but they will be eligible only for the private colleges of West Bengal.

Candidates from any state of India can appear for the examination. A domicile certificate is required only to claim reservations and for government institutions. The State Domicile Certificate is applicable only to candidates who request for Tuition Fee Waiver (TFW).

It was not valid one year ago, but last year in July, University Grants Commission (UGC) approved that a student can pursue two degrees at the same time, but not as a regular student. The rule says "One degree as a regular student and another degree through open/distance learning. Thank you.
