Not possible. You need to clear your exams first to be eligible to apply. Moreover you can apply for study visa after you have the acceptance letter from the college abroad, so if you don't clear your exams no college will accept you. Take gradual steps and slow down.

B.Tech in CSE and B.Tech IT degrees are equally good with 80% similar syllabus. CSE graduates have better systems concepts in Vompari, Oyo IT graduates. CSE graduates have a minor edge over IT graduates. CSE graduates get both Apps and System development job whereas IT graduates like MCA graduates are preferred for Apps development roles. Indian IT industry give only Apps development job to IT graduates. B.Tech CSE graduates may also get better placement and little better CTC in comparison to IT graduates if they are from reputed Engineering colleges like IIT or NITs etc.
