You have not mentioned your academic and work details. However, I can say that masters degree serves as an added advantage and assures a cutting edge to your career in the competitive market.
As for a PhD, it is like "Icing on the cake". You can get into academics and research.
***Non Academic careers after PhD- You can probably explore higher positions in your domain (private and public sector).
Ex: PhD in English or Hindi can help you explore areas such as magazines, journals, newspapers, etc.

Graphic design is a creative process.
The course mainly covers :PHOTOSHOP,CORALDRAW,ADOBE ILLUSTRATOR & INDESIGN
To learn above four softwares you need at least 6 to 7 weeks(considering 2 hours per day;5 days in a week).
So,Graphic Designing is already a short term course.it depend on your appetite also if you can give more hours per day into it and the institute is also very much flexible in class timing,you may complete it early.
Ideally this course can be covered in 1.5 to 2 months.
