Yes, you can apply to most of the government jobs. All the banking opportunities are open as you have done your education in finance.
You may also apply to oil and gas companies.
Generally, these companies do not recruit through walk-ins and have national level tests followed by an interview.

Yes, although IIMs are currently societies, they are unable to offer a formal doctorate, but there exists an FPM (Fellow Programme). This is analogous to the relation between PGP and MBA.
It is well-regarded in India and outside as well. And, you will be able to get the best jobs and academic positions at least in India for sure (those available to a Ph.D student). Also, studying in one of the IIMs myself, I would say that there is no dearth of resources.

Both the universities have slightly different criteria so read them carefully. Scholarships are on the merit basis. The stronger your profile, better are the chances.

Invariably all states have a policy of allowing students from only their state to avail lateral entry scheme for admission to 2nd year of engineering. Hence you will have to take part in the process of your state. Admissions are based invariably on marks obtained in diploma.
