Hello Rupayan,
Normally no state is allowing lateral admission in 2nd year to a student from another state. From another angle, NIT's are refusing to accept diploma as equivalent to 12th even if IIT's are accepting. Your best bet is to do Graduation from WB only.

You can go for Canada. Colleges there provide the course you are looking for. The maximum cost involved would be around 14 lacs and you can work part time too for 20 hours/week. And they allow you to stay after your studies for the same duration as your course to look for jobs. If you manage to get a job in that time, you can extend your VISA to work there.

Sorry to say Sachin, you never get any scholarship in India because CPL is an expensive course. That's way the government or pilot schools can't give any scholarships, even if you belong to SC/ST category, the chances are very less.
You get a scholarship only in abroad only when you have an excellent academic record.

Hi, Yes you can, your profile is good but most universities don't accept 3-year Bachelor's degree programs so you must check the entry requirements and apply. You will be eligible for PG Diploma courses. Check other countries like in Singapore, Australia, etc.

CPL is no degree course. It is rather a professional Training, where you are awarded a license after successful completion.
For becoming a commercial pilot, there is a specific eligibility criteria, which you should first be aware of. This is decided on what subjects have you taken in class 12th. It's very nice to know that you want to join mining engineering after having already done engineering once. So you are aware of entrance exams and eligibilities. Mist state govt's have upper age limit. But perhaps deemed universities do not. You can choose one of these to get admission.
