Yes, it is cheaper to study in Germany compared to USA because public universities in USA have no tuition fees and even at private universities the fees are much lower compared to US universities. Moreover, the cost of living in Germany vs USA is also much cheaper. The tuition fee for MS in Mechanical Engineering in Germany ranges up to 17,000 EUR per year (15.08 Lacs INR).

If you are applying to USA you may be required to take the GRE depending on the university's admission requirements. GMAT is mainly for MBA. Aatif don't go with which stream is better. Go with what you want do after studying B.Tech. You may take following considerations. If you like computer, want to build crazy application or something related to software go with Computer Science engineering. If you like playing with machines/motors or electricity go ahead with Mechanical engineering. Or Electrical engineering. If you are India, after studying Electronics and communication engineering most of the students gets job/work in IT companies. Only few percent gets chance in electronics companies.
