Hi Divya, MCA is a postgraduate course one can choose to pursue if they have an interest in computer application. Hello Jyoti if you want to make your career in public service then it would be better for you to opt for a UPSC entrance now rather than to waste your money and time on Masters. if anyways to want to go for a Master then it would be M.tech as it's your field of study :)
