its not possible my friend.To opt for B-tech civil engineering you should complete your diploma in civil engineering so that you can enter into 2nd year of b-tech civil engineering program.you have 2 options.Apply for 10+2 through open board with PCM as your subjects but with this option you will enter into b-tech 1st year.
2. you can apply again in diploma civil from some other college/university but this will waste your time
