Since, both the colleges are new so its tough to compare in between, but in my opinion, you must need to go with Vellore campus if you are considering VIT.

Two parallel degree (Regular and distance) are not valid. Hence, avoid to do such type of courses. IGNOU offers BCA distance programme with eligibility criteria of class 12th. You may go with this programme.

Minimum eligibility criteria for civil services is graduation from any UGC recognised university. So, after B.Sc, you are very much eligible to appear for civil service exam. Suitability depends on one's interest and skills for in-depth study towards the subject taken in under graduation level.

While all substituents on aryl rings can influence acidity by inductive and mesomeric effects, substituents on the ortho position are special. They can also influence acidity significantly by sterics, forcing the carboxylic acid group to bend out of the plane of the benzene ring. Since conjugation of carboxylic acid to aryl rings is known to increase the its acidity, bending out of the plane causes an acidity decrease. More poorly understood but also thought to be significant is that ortho substituents can inhibit solvation of the carboxylate anion.
