If you are confident enough to crack JEE, then you can go for 2nd attempt. If you have missed by a small margin to get into top 10000 rank. If you get rank under 10000, good chance of getting into IITs or NITs/IIITs. Also, a 2 year gap in education will be questionable going forward during job interviews. So, in my view, you can go for 2nd attempt, if you are confident enough to crack JEE with flying colors.
