There are certificate courses, diploma courses, degree courses & PG courses. Each has it's own set of eligibilities. For PG, one must have degree in relevant subject. For degree, one must have done 12th in relevant subject. You are querying about a certificate programme offered by a private Institute & perhaps confusing it with MSc . You can do certificate course after 12th but for pursuing MSc or PG you have to have degree.

For degree like BE you will have to follow entrance exam of your state, and get selected for courses in aeronautical engineering offered by different engineering colleges. Alternatively, aviation maint course is 3-year degree course offered by many Institutions which will enable you to get certification from DGCA, and this will fetch you a job in commercial airlines.
