Dear Vijay Krishna,
You can put a request to the college. If they are okay, then no problem. You can take admission. If not, you have to continue over there, because it is the college who decides.

For MS abroad, you need to complete 4 years of Bachelor's degree, so either you can take admission in any of the Master's degree in India like MCA or spend a year extra abroad to fulfill the criteria.
The universities are open for both options, but they can ask for work experience. You can decide the country as per your financial capabilities and discuss further.

If you plan to apply for DU, a deduction of 2.5% is done from your aggregate percentage, if you are changing your stream.

There is no short term course that will help you enter into advertising course. The best thing that you can opt for is going for a Masters degree in advertising. That is the best way to get into advertising as only then, you'll be hired by advertising agencies.
