More than mere courses, focus on following aspects.
1. Talking with people. Regularly.
2. Read books and listen to podcasts
3. Watch movies.
Whatever you read/listen/talk, make sure you record learning in the form of notes. New words, fluency, good content talking should be focused on. Do it regularly. Practice for few hours every week. After 6 months of doing this, you can enroll in English classes depending or conversation practice.

If your MS is in English medium then you do not require to learn German language. For international students majority universities conduct induction programs where they will teach you basic German.
