Not all universities offer MS course in English so if you don't have German language proficiency, your first filter will be that. Secondly, look for the specialization like RWTH, TUM offers.

B.Com in itself is a stream that is chosen after 12th. However, if you want to take B.Com after 12th, you should go for commerce in 11th and 12th because that will help you gain basic knowledge to help you advance in your career. So, commerce is best for B.Com.
