Hi Santanu,
Last year (2k17), my friend got 219 marks in JEE Mains Paper 2 and 81% in 12th from CBSE Board and he belongs to OBC category, his Gen Rank was 9243 and OBC Ran was 3800, still he didn't get any college. So, I think for a general candidate, the score must be above than 250 if board marks are not included.
Thanks.

Yes, you are eligible for Diploma course. Most Diploma doing guys I met in life started their Diploma after class 10th only. If you can I will suggest you to get over with your class 12th, and then go for any further studies. Plus, if you can go for a degree then do a degree instead of Diploma. Degree will be more helpful to you instead of Diploma in future I believe.
