You can learn programming languages by yourself, there are lots of online classes available and you can go for coaching centers also learn the programming languages.

You should go according to your branch of interest. You need to opt for the field in which you are mostly interested because both the colleges are very good. If you don't have any branch issue then go for IIIT-Delhi.

Nit colleges can be regarded as best choice but only some colleges offer pure sciences so refer to cut off ranks and decide which is better.you can also choose some universities which consider jee main rank

Many reputed private universities are offering B.Tech lateral degree. They have their different criteria for admissions. Some offer admission on basis of LEET scores, some offer admission on basis of their own tests and some offer admission on the basis of both. No, only 15 % of JEE Mains score will be considered for the merit of B.Tech in DEI, Agra. It is not compulsory to qualify the JEE Mains exam for admission. If you have satisfied the rest of the criteria other than JEE Mains mains then you can take admission without qualifying JEE Mains exam.
The minimum eligibility is 10+2 with PCM from a recognized board. JEE Main passed candidates are eligible to secure admission in B.Tech.
