You can learn programming languages by yourself, there are lots of online classes available and you can go for coaching centers also learn the programming languages.

You should go according to your branch of interest. You need to opt for the field in which you are mostly interested because both the colleges are very good. If you don't have any branch issue then go for IIIT-Delhi.

No, only 15 % of JEE Mains score will be considered for the merit of B.Tech in DEI, Agra. It is not compulsory to qualify the JEE Mains exam for admission. If you have satisfied the rest of the criteria other than JEE Mains mains then you can take admission without qualifying JEE Mains exam.
The minimum eligibility is 10+2 with PCM from a recognized board. JEE Main passed candidates are eligible to secure admission in B.Tech.
