No, you can't give CAT after class 12th. One needs to complete graduation before writing CAT. Eligibility criteria for CAT 2018:
The candidate must possess a Bachelor's Degree with at least 50% marks or equivalent CGPA (45% for SC, ST and PWD/DA category). Percentage obtained in Bachelor's degree would be calculated on the basis of practice followed by the concerned university/institution. In case of grades/CGPA, the conversion would be based on the process defined by the concerned university/institution. In absence of any percentage conversion scheme, candidates CGPA will be divided by maximum possible CGPA and multiplying the result with 100. Candidates appearing for the final year of Bachelor's degree/equivalent qualification are also eligible to apply for CAT.

In order to get admission in CSE there is an eligibility criteria that needs to be fulfilled by the student.
For B.Tech(CSE) the eligibility includes 60% in 10+2 with (English , Physics & Mathematics ) + LPUNEST.
For B.Tech CSE(Hons) 70% in 10+2 with (English , Physics & Mathematics )+ LPUNEST. JEE (Mains) exam score may be considered for scholarship but you need to qualify the eligibility criteria first. Scholarships are awarded to candidates based on their performance on any of the following categories:
1.1. Scholarship: Eligibility Qualification/ Qualification previous to Eligibility Qualification: The scholarship will also be offered on the basis of Eligibility qualification. Any Bachelors degree of minimum 3 (three) year duration from a recognised University AND Mathematics as one of the subject at 10+2 level or graduation level; else the student is required to pursue and pass the BCS-012 course concurrently with IGNOU MCA. If you had studied Maths at +2 or graduation level, then you need not register for BCS-012. Note: Course Fees
