Actually, they don't take a student by their JEE Mains result. You can only enter to VIT campus by passing VITEEE entrance exam or by donation.

As per CAT eligibility criteria, you can apply in CAT for MBA. CAT doesn't specify the requirement for class 12th passing certificate. However, some colleges may have different rules. But, you will be eligible for any PG course after B.Tech.

It all depends on the cut-off of your category. The competition has risen quite a lot, be it any category. I suppose the chances are slim but keep trying till the counselling ends and I would rather suggest you fill form for every college taking admission through NEET score.
