Your marks and percentage, both are very low and there is very less chances of getting any government college in Gujarat. But, you can get private colleges on the basis of this number. When you will go for online counselling, you should add private colleges, because there is no chances of getting any government college.

Yes,
You need an aggregate of 70% to clear the cutoff. So, you are eligible. The number of seats keep changing so that wouldn't be known. But, I guess you should be able to get admission.

Engineering in what exactly? Engineering has many branches and all are very different from each other. So, it is hard to tell exactly what is better or the worst. As for B.Sc in interior design, it is a professional course and it can be very good if you do it from a good college. Same goes for B.Tech, if the college is good, so will be the course.

It depends which college and which stream you want to opt for. Some colleges accept admissions on merit based, while others conduct an entrance exam. You will have to check with the college individually where you wish to take admission.
