Hello,
B.Tech and B.Sc. Both are different dimensions I would say. In B.Tech one do specialization in various branches, it is good for the people who accept it by heart. Because we have seen people who after doing B.Tech crave for B.Sc. Is good option on it's own side. One can work as a teacher, junior research scientist fellowship, in various companies if one do B.Sc in hon's. To study one subject deeply I think B.Sc Hon's is good option. Regarding Fee structure wise B.Sc Hon's is affordable and B.Tech is quite expensive. There is not any exact judgement which is best between both. Hope it helps. Good luck.

As per the eligibility criteria of Second division assistant (SDA), you must have passed IInd PUC / 2yrs ITI / 10 + 2 (CBSE / ICSE) / 3 YEARS Diploma Examination. 12th examination conducted by Open University will not be considered. The eligibility criteria for First division assistant (FDA) a candidate must be hold of a Degree from a University established by law in India. While if you are asking about UPSC (Union Public Service Commission) instead of UPSE than this exam also required a Bachelor degree. So from above you are only eligible for SDA exam.

I think, you first go on student visa. After completing the course you have to get work permit and then while working you can apply for PR. Normally, it takes 2-3 years for the PR to get through.
