Most of the top Australian universities like Monash, UNSW, etc. offer mechanical engineering for at least 6.5 overall band in IELTS with minimum 6.0 in each subtest. They also demand TOEFL scores which you can check on their websites. However, there must be many other universities that may grant admission at this score.

Yes, the admissions are based on GMAT score, hence if you score good and get a rank in top 100-300 then you will easily get a top college. Also, anywhere above 1k is also a good rank.

For getting admission in MAKAUT, you need to choose a particular engineering college. MAKAUT is a university and engineering colleges are enrolled or affiliated to it. With your OBC rank, I guess you will get Kalyani Government Engineering College and also Jalpaiguri Government Engineering College, so choose according to your wish. Keep both of them as options and Kalyani at higher priority than Jalpaiguri.

GMAT score is required for seeking admission overseas into MBA & GRE score is required in seeking admission overseas in technical courses. For MBA in India you need CAT/MAT score. There are a no of colleges overseas that may not insist on GMAT scores, but it is advisable to join an institute which has the requirement for GMAT from quality education & exposure perspective.
