i am sure you are aware that there is huge competition for software developers.
getting an rntry in a sw job is 90% possible only in campus recruitments.
after you come out, there is huge competition and companies recruit candidates with expertise in specific skills like Java, dot net, etc.

Well Education in Germany is Government sponsored but not managements programs. Now as you have mentioned Cost, I would like to say that as education in Germany is govt. funded so you may have to give a very minimal fee ranging between 140- 500 euros.
The living expenses may cost upto 740 euros.
Also I would request you to go for a German language course as it will help you get Part time employment. A student in Germany can work 90 full days or 180 half days.
