Hi,
Please remember with 15 years of education i.e. (10+2+3) UK would be the best study destination for you to pursue masters degree as in order to masters degree from US you need to have 16 years of education i.e. (10+2+4)
However if you wish to pursue MS degree from US only in that case you should complete your Msc degree from India and tehn apply for for admission in MS program in US universities.
In order to pursue masters degree from universities in UK, you need to have relevant undergraduate degree from recognized university with good academic record, preferably 60%-70% plus in graduation, plus you need to take IELTS or TOEFL test

Certification courses are not always neccessary. It comes to play mainly in the interviews. A certification course means you know it a bit more and you are trained in it, so it will add up your chance of getting selected for the interviews. And from there its all your skill .

Your marks doesnt suggest that yo donot have good memory.memorisation of fact and values is an important aspect of any exam in india. but memorisation alone doesnot decides everything,it is your understanding capability and analytical skill and your will to do hard work that matters most in IAS EXAM
