It is very difficult to get admission in UK, even in colleges with 45% marks. May be after gaining one or two year expereince you can try. You also require minimum 6.5 band IELTs score with minimum 6 band in all componenents.

Hi Neeraj,
As you already have a degree in ECE I don't see the reason why you need to pursue certification course at this juncture. You can straightaway look for Jobs or plan for higher studies. In any case if you want to do these certifications, they will definitely give boost to your career and help you in getting good rise. However, do keep in mind that the certification you do should be from the authorized Institute, as in if you want to do CCNA you should look for CISCO Authorized centre.

Hi Neelam,
First of all see if the University is UGC approved or not. In case it is UGC approved University or college, I would suggest you to contact UGC directly as this is a bit complicated case wherein you have already studied for one year, generally students take back their admission only in first year rather within first few months, so to have information on in-depth information about UGC norms regarding such cases you have to contact them directly. However, if it is not a UGC recognized Institute and autonomous then it would be difficult to withdraw your admission.

In order to pursue PHD from US universities you need to first of all make a list of the universities that you aspire for, then send emails to respective course department, asking them to provide you the eligibility criteria and selection procedure for PHD students.
