No, it is not compulsory to have computers as your subject in class 12th to pursue computer Science engineering. To pursue computer Science engineering, you muct look forward to apply for these top colleges:
IIT's - No. 1 colleges for engineering
IITM
UPES, Dehradun - It has lot of further specialised courses available.

Drop year will not impact your placement. Job in IT industry for mechanical engineers is slowly becoming difficult as IT industry prefers CSE/ IT/ ECE graduates over mechanical engineers for IT jobs.

B.Tech with CSE is a sufficient qualification to join Indian IT industry as developer. However, if you want to study after B.Tech, you have two options of M.Tech and MBA for higher studies. There is no particular specialization for 1st year. You have to select specialization in the final year. Every specialization has its unique importance in the market.
