You can not get regular MBA degree if you do not enroll in full-time course in university or B-School. By the way majority of degrees awarded by university even if its done by distance learning does not mention that degree is by distance learning.

Different university different tuition fees but overall the cost of living is 3000 euro.
The majority of postgraduate education in Germany is free. There are no tuition fees at most German universities. Living costs in Germany are also modest in comparison to other European countries.

If you want to practice in India, then you need to pass the MCI screening test. In fact, in any country, you need to pass the related exams without which you cannot practice. Having a degree from a very reputed university with excellent academic grades will give you a good chance, however, it all depends on your score in the screening test.
