The best colleges to study English honours would be Jadavpur University, Presidency University, St. Xaviers College and Narendrapur Ramkrishna Mission College. These are all autonomous colleges or universities and offer the best faculty, syllabi and marks. They follow a semester system of evaluation which is more effective and profitable for the students than the yearly system. The second rung of colleges under Calcutta University for studying English honours would be Scottish Church College, Lady Brabourne College, Bethune College, Maulana Azad College, Asutosh College. These have a yearly evaluation system under Calcutta University. The syllabi is outdated and haven't been changed for decades.
