Yes, but I would suggest you not to just depend upon MAT and take other exams also because if you don't get a good score then you are not eligible.

You can opt for MBA General / IB as per your career inclinations. Also, MBA in HR will be a good options for you as well.
Gradation in Hindi does not effect your MBA specialization as this is a professional course, purely depend your instinct and your interest rather than your earlier qualification.

No, I think you don't need to choose between the two. UG course of English hons is all in all full fledged. The best colleges to study English honours would be Jadavpur University, Presidency University, St. Xaviers College and Narendrapur Ramkrishna Mission College. These are all autonomous colleges or universities and offer the best faculty, syllabi and marks. They follow a semester system of evaluation which is more effective and profitable for the students than the yearly system. 42 percent marks are too low and not acceptable by foreign universities. If you want to apply in a low Tier university in a lesser known country like the Czech Republic. I will advise you to invest in India and go abroad after you have a good profile.
