Dear Shubham,
If you are in student life, then no harm in doing both. Because doing both only will enable to to understand what excites you more. And which one you can pick up for detail learning.
Though you should pick up one at a time. Start with Java and then CCNA. Learning Java alone will not help, learn advance Java/J2EE concepts. Learning this enable you to be a software developer.
CCNA course is more from the networking sid, where you learn create and managing computer networks.

Yes, you can get parallel degree/diploma from any open universities alongwith your main degree, but only one regular Degree can be obtained at a time i.e. you cannot take admission in two regular courses.
