Most of the Govt. colleges consider JEE score or state engg. entrance exam for entrance. Have you attend any? If you have qualified cut-off, then counselling program would suggest you list of colleges for you have qualified. It's an easy process. Just stay aware of dates for the counselling.

Don't drop you year. it is never recommended. What is the chance that next year you got good rank in JEE.Lakhs is students appears for JEE but only top 1.5lakh are eligible for IIT, NIT.
There are many other top ranked universities where you can take admission as Lovely professional University, jamia delhi, VIT Vellor.

Hello,
firstly congratulations for getting good % in 12th.yes,ofcourse you can do b.tech (civil).For this you can take direct admission or give entrance for that so get better colleges.After 12th b.tech in civil is fantastic option. B.Tech will give you a technical hand which is highly preferred by companies. You have more carrier options available after B.Tech.Now a days,Civil engg. is in demand it will have great future opportunities.
