Dear most of the universities conduct there entrance exam OR consider JEE and based upon merit they do selection.
Check for: DTU, VJTI, Jamia,.
One of my cousin has taken admission in Lovely Professional University where he got scholarship as well. It is one of India's finest university and largest one.

Don't drop you year. it is never recommended. What is the chance that next year you got good rank in JEE.Lakhs is students appears for JEE but only top 1.5lakh are eligible for IIT, NIT.
There are many other top ranked universities where you can take admission as Lovely professional University, jamia delhi, VIT Vellor.

Hello,
firstly congratulations for getting good % in 12th.yes,ofcourse you can do b.tech (civil).For this you can take direct admission or give entrance for that so get better colleges.After 12th b.tech in civil is fantastic option. B.Tech will give you a technical hand which is highly preferred by companies. You have more carrier options available after B.Tech.Now a days,Civil engg. is in demand it will have great future opportunities.

To pursue B.E. / B.Tech Civil Engineering :
- You need to complete 12th with minimum 60% (Physics, Mathematics and Chemistry) from recognized board to join good college. However, they are colleges which take students who have scored 45% - 50%.
- You need to appear in entrance exam.
2)
